Does translational equilibrium mean? I think I'm getting this definition confused.

Is it when net F is zero, therefore constant velocity

or

Is it when net F is zero, therefore at rest or constant velocity

It is the later. Whenever the sum of forces is zero, it refers to inertia which means constant velocity (including zero velocity = at rest).
