ok maybe I'm very confused here, but I'm just trying to get this straight.
the question ask about the decreasing rates of solvolysis...I based my answer off on the decreasing electronegativities of the 3 compounds I,Cl,Br in the order of how they are on periodic table and that they are increasing in order i put. I thought the answer to this question was C, but it was D. Could you give me a brief overview of what I'm missing here so I can keep an eye out for this later.

The key rule of thumb for leaving groups is NOT that it is directly related to electronegativity; the rule is that it is directly related to the conjugate acid strength. And, in the case of the halides, conjugate acid strength is inversely related to electronegativity.
