The passage could be summarized by the following statement: The limitations of statistical criteria in hospital classifications. Over and over, the author sticks to that theme. Answer choice A suggests that it would be easy to measure empirically and convert into mathematical (ie statistical) variables which runs counter to the author's repeated suggestions.
Answer choice D ("There is little need to include additional measurements in multiple cross-classification.") is actually consistent with the passage. In P4, the author states that adding additional measurements would have a negative consequence: "Finally, adding additional measurements will drastically increase the number of associated classification cells and the number of clusters, thus reducing the possible number of hospitals in each cluster."

| Since the purpose of the article is to show that 'current techniques are inadequate', any NEW statistical technique that would lead to a different outcome would strengthen his argument. |
