| Why would the most negative Eo have the strongest reducing agent when the most positive Eo is the most spontaneous? |

The largest positive Eo value stands for the compound that will most readily spontaneously undergo reduction. A reducing agent, is an agent that reduces something, therefore it itself is oxidized. So the strongest reducing agent would be the one that most readily undergoes spontaneous oxidation, therefore the Eo value that is the most negative, will do this.
