B is not an option because of P1, S2:

"By the early 1970's, the expanded number of health professions students had resulted in major increases in the supply of health manpower. "

In other words, "the early 1970's" must be in the past because of the use of the past tense ("had"). And that expression could not possibly only mean 1970 and 1971 grouped as "the early 1970's."

Also, notice the following about P3: all projections have a starting point of 1975. That means that the 1975 figures (stats) have been established so now projections into the future can be made. In other words, the report must have been written soon after 1975.

Why is 1985 a wrong answer choice? It is after the early 1970's and after the established 1975 stats but before the projected 1990 stats?

Since the passage compares results starting in 1975 to 1990, the best option would be 1978; leaving a range of about 10 years for data analysis. If the date was in 1985, the comparison would be over only about 5 years.
