How is D challenging the authors assertion? Is it because the US was not downgraded because they were able to attack again?

| Yes, you are corrected, not only were they able to attack again (which means their powers must have still been significant) but on top of that, they were able to attack without the support of the UN (recall, they previously used UN support). |

| Attacking without the support of the UN actually reflects a decrease in the super-power of the United States as they were not able to garner international support. Bad question, sorry guys. |

Meaning that the US was able to attack without needing other countries' material support; they are powerful enough to do it on their own. |
