| Does common knowledge really include the fact that health education programs never have one objective, because it is "too vague"? |

Yes that is common knowledge.
For example, the goal "to be in shape" is very vague.
It includes a healthy diet and good physical exercise and both those points have goals of their own.
For example, in a healthy diet, some goals could be to reduce salt intake, augment protein intake, reduce sugar, etc. |

I'm not quite sure what to say, expect perhaps reiterate that the administration and management of health education programs seem quite out of the ordinary ken. |
