Why wouldn't this question be D? The question states that the developing country lacks "adequate observing networks". The passage states:
We must have the facilities to process this vast quantity of observational data very quickly in order to reduce to a minimum the time of delay between the hour of observation and the hour of issuing the forecast;

The problem presented in the stem is

Meaning: Observations are not accurate due to bad analysis material; they have a hard time making proper observations.
Therefore, answer choice D cannot really be applied because this isn't a transmission of information problem, but a data issue: answer choice A |
