Why wouldn't this question be A?
The first is witness reliability. Even when those claiming to have seen UFOs are regarded as credible, it may be difficult to reconstruct exactly what it was that they saw.

The passage you quote says the witnesses are credible while answer choice A says the witness lack credibility.
Answer choice B is a better answer and is found in the passage right after your quote:
