Can you please explain why this answer wouldn't be D? I was debating between C & D, but I didn't see any evidence of any wars being "won"...

I think this passage requires a bit of one's general or prior knowledge about World War II. The events referred to in paragraph 4 falls within the time frame when Germany was either about to surrender or has in fact already surrendered. (Remember that Japan was the last of the Axis powers to surrender in World War II.) It should be understood, then, that the war in Germany had been won by the Allied Forces.
However, without prior knowledge, you can also infer by noting that "Soviet leader Joseph Stalin, knowing the outcome in Germany, was free to turn his communist gaze towards Japan." is supported in paragraph 6 with "Surrender came August 14, the peace treaty was signed September 2." If you would correlate these two lines, you would somehow get the idea that the war was already being won against Germany and Japan.
