Is it expected knowledge that the speed of a nerve impulse will never change regardless of transmission conditions?

The use of the word "never" in science is uncommon. It would be correct, however, to say that it is expected knowledge that the speed of an impulse is constant. After all, you have likely memorized the AP curve and the meaning of its standard appearance. Well the x axis is time and that is pretty standard for a cell type just like the shape of the curve is so standard you should be able to draw it without any prompting.

Frequency refers to how often the response occurs. Thus, increasing the amount of neurotransmitter would increase the frequency. Amplitude refers to the degree or strength of response. On a graph, this appears as a taller curve. Since the response is all or none, then the amplitude is not affected.
