The most important factor that you mentioned is that you scored a 28 on real past MCATs (AAMC) and you did it twice and it is 3 weeks before the real thing. So if the question is, "can I bring up my score by at least 2 points in 3 weeks?", then the answer is "yes, it is possible." As you have seen in the threads about GS exams, students tend to score lower on GS exams than AAMC exams. But you still need to analyze your mistakes to determine what happened.
Ideally, you would be engaged full time with your MCAT prep over the next few weeks and your focus must be on doing exams and pouring over the correct answers and explanations, creating gold notes and reviewing prior to the next exam.
