I'm a little confused, according to the passage, the institution of juvenile courts allowed the general population define juvenile delinquency under a broader range of behavior, and thus, more kids were brought to court because of it.

can someone clarify why B is the correct answer

Yes, it seems that there are more delinquents; however, as you said, this is only because the standard or range for deliquent behavior is broader and NOT because more teenagers decide to "go bad".

A: Paragraph 2 is about tolerance toward juvenile misbehaviour, not juvenile delinquency. A small point, true, but quite a few of these questions hinge on such details.

B: The explanation for choice A implies delinquency=misbehaviour. It's logically fallacious to then, in the explanation for this answer, posit that there exists a group of people who demonstrate "misbehaviour" but who are not really "delinquent."

Actually, paragraph 2 does not state that delinquency in equal to misbehavior, but rather that
