Isn't the Ka for HPO4 4.8 x10^-13, which is smaller than 3.0x10^-12. Doesnt that mean that the HPO4 would be the stronger base?

You are comparing apples and oranges.

When you talk about the Ka for HPO4 being 4.8 x10^-13, that is Ka3 according to the chart which gives a conjugate base of PO4 (HPO4 is the acid). This is why you must look at the Ka for H2PO4 (which is Ka2) which gives HPO4 as the conjugate base which is the subject of the question.
