This question is about formal charge. This has nothing to do with reactants and products.

Remember guys, in a carbonate ion the formal charge of C is 0.
The oxidation state of C is +4. (The ox state of C in carbonic acid is +2)

Just wanted to put it up, cause this can be confusing.
