The entire passage is about South Africa:

Resolution 1985/8
Paragraph 2
Quote:
The resolution concerning the situation of human rights in South Africa

Resolution 1985/7
Paragraph 3:
Quote:
Another resolution concerning the situation of human rights in Namibia

Namibia was a republic of South Africa until 1990, where it achieved independence.

Paragraph 4:
Quote:
"The adverse consequences for the enjoyment of human rights of political, military, economic and other forms of assistance given to colonial and racist regimes in South Africa."

Resolution 1985/9
Paragraph 5:
Quote:
concerning the implementation of the International Convention on the Suppression and Punishment of the Crime of Apartheid

Apartheid originated in South Africa

How should we know that Namibia was a part of South Africa. Obviously the passage is about the apartheid and South Africa in the majority, but there is nothing in the passage that says that Namibia isn't an individual country or region apart from South Africa...

This is where your inference skill using contextual clues comes in. Not everything will be spelled out in the real MCAT, and you will encounter a few ambiguous and tricky questions.
