Choice A is indeed mentioned in the passage. However, the keyword or clue in the question is "fortune": "The Rothchild's fortune is said to have been based on obtaining before anyone else the result of the battle of Waterloo."
This is also supported in the passage by paragraph 3, sentence 1: "Much of the drive for improving means of communication has been provided by the rewards in terms of efficiency and private profit." Efficiency and private profit connotes financial gain, therefore, fortune. |
