I dont understand the question. The author of the article is describing the advantages of the public hospitals to remain open. ALL the choices listed are the authors perspective of why the public hospital should remain open. All the choices therefore oppose the the planning commision.

(I think the reason for confusion is because the question doesn't state which commission's recommendation. I'm assuming the commission's general recommendation to close smaller hospitals):



The last paragraph, the author states 'it's important to preserve public hospitals for many reasons' but never claims they are unique. Is that why it is the correct answer? If it was not described as unique would this still be the answer?

The author is discussing the disadvantages of closing down SMALLER hospitals and their advantages if retained - NOT public hospitals.

The Planning Commission's recommendation is generally closing down smaller hospitals. To be more accurate, in paragraph 1, lines 1,2,3: "...the needed reduction in acute care hospital beds can best be accomplished by closing the smaller hospitals, mainly voluntary and proprietary."

Among the choices given in Q#9, Option C is not explicitly recommended by the author. As a matter of fact, the statement in the last paragraph says, "...preserving the public hospital system (makes) the rest of the hospital system absorb the needed cuts. It is important to preserve the public hospital system for many reasons, but..." There's a BUT, which connotes a negative idea, in preserving the public hospital system.
