What force is required to lift a 16-lb block vertically with an acceleration of 16 ft/s2?

In the solution the answer is calculated by using:

F=ma+mg , why was mg also added? I understand everything else slugs conversion, etc. However, I can't figure out why it's not just F=ma,which would make the answer 8. Please help?

ma gave you the force of movement; but you must add the weight! Otherwise, imagine that to accelerate a mass requires less force than just holding it and NOT moving it? Impossible.
