An organelle is simply a cellular structure that has specialized functions. That includes flagella, cilia, vesicles, etc., and of course the ones that you are used to reading about (mitochondria, lysosomes, etc).

| Indeed, flagella are composed of microtubules and motor proteins (Kinesin, Dynein) which are similar to microfilaments in their activities. Also, the article is about microfilaments below the membrane and cilia/flagella have an association with these microfilaments. Nonetheless, this is too detailed of a perspective for the new MCAT so this question has been updated. |
