Admitedly, this question was not easy. The expression "critical size" is suggestive and P2 states that the reaction "will only occur" if the critical size is met. If that is not satisfied then nothing occurs and the number of neutrons becomes irrelevant.

There are 2 points, one is the matter of the critical size; and the other point is that "Each reaction produces 3 neutrons" (P2) from U235 to U235 which is not any of the answer choices.
